Considering the vulnerability of children to the violation or disregard of their rights, the need for special measures to protect their rights was unanimously supported and promoted. One of the measures is the creation of an independent mechanism for the protection of the rights of the child - the institution of the Ombudsman for Children. The concept of the Child Ombudsman was initially developed in the Scandinavian countries, on the model of the General Ombudsman. There are currently such institutions in over 40 states, most of which operate nationwide as independent institutions.
