A multilateral, universal, rule-based, non-discriminatory and equitable trading system is a central element for harnessing the potential of trade-related development, and the rules and disciplines of the World Trade Organization (WTO) are the cornerstone of this system, serving as a guarantee against discrimination. However, in spite of all the successes achieved, the WTO, as a forum for multilateral trade negotiations, is currently facing some difficulties, especially with regard to strengthening trade regionalism and the conclusion by states of new preferential, regional and bilateral trade agreements. In this article the authors elucidate both the achievements and some of the difficulties of the cooperation of the states within the WTO, coming up with some solutions to the existing problems.
