Abstract: Ensuring access to justice is a defining principle of the rule-of-law state aned a mandatory condition that results from the international acts to which the Republic of Moldova is a party. Effective legal assistance is a basic element of access to justice and the state has the obligation to guarantee legal assistance for vulnerable people, including those who do not have sufficient financial resources to hire a lawyer. Access to the law, to the protection offered by the law and to the legal assistance can be ensured through a diversity of methods. It is important that the promoted options be costeffective and cover the legal needs of the population. The success of secondary legal aid depends on the success of primary legal aid, that is. the restoration of the subjective right of the beneficiary.
