Abstract: The article describes the main characteristics and principles of the organization and functioning of the public administration, it highlights the essence and the main directions of the human resources management in the public administration. The quality of the human resources management system, necessary for the development of a strategy and the training of the public administration personnel at a high professional level, was highlighted. The need to improve the professional potential of civil servants was found and statistical data on the re-qualification of public service personnel in the Republic of Moldova are presented. The main directions of the Strategy for public administration reform for the period 2016-2020 are presented in the field of human resources management.
