Abstract: The right to fair trail is one of the most important rights in a democratic society. Among others, the right to fair trial includes the right to be heard within a reasonable time in the determination of civil rights and obligations. Reasonable time is that amount of time which is fairly necessary, conveniently, to do whatever is required to be done, as soon as circumstances permit. The aim of the right is to ensure the proper administration of justice. Principle of celerity includes a right to good administration and a right to an effective remedy and to a fair trial.
