Abstract: The exercise of the legislative function, theoretically belongs only to the Parliament, which exercises it alone. In practice, however, the Parliament shares this function, or some aspects of it with the Government, but also with the people in the case of the legislative referendum. The limits of Parliament's legislative power results from the very notion of law, from the principle of direct or semi-direct democracy, from the theory of the state of necessity.
